To keep everyone safe at public events, it's important to think about health and safety. This includes:
- Performing a risk assessment
- Deciding the right level of medical support
- Creating a plan to manage health emergencies

The AV events team can complete a risk assessment to create a response plan for your event.
AV assessment of events
AV will assess:
- nature and demographic of the event
- expected attendance
- location
- potential risks (alcohol, physical activity, weather)
- recent trends
- past event history
- proximity of definitive care
- regional considerations
Attendance at public events
AV attends public events to:
- manage the pre-hospital impacts of the event through on-site resources and transport
- mitigate the impact of the event on AV鈥檚 service delivery to the surrounding community
- ensure that if an incident occurs at the event there is an AV presence on-site to manage the response
AV is the only agency capable of transporting emergency patients from events to hospital.
It is not mandatory to have AV at an event. Many local councils require a review of plans for first aid or emergency medical coverage before Place of Public Entertainment (POPE) permits are approved.
AV attends a wide range of events including:
- sporting events such as marathons and cycling events
- concerts
- music festivals
- large community events
- cultural celebrations
- large public gatherings such as large sporting venues
- motorsport
- international events
AV services at events
AV presence at events helps manage health risks and supports public safety.
AV will:
- coordinate and meet with event organisers to ensure that the AV medical response is appropriate for the specific event
- provide professional paramedic resources who will manage cases in a timely manner and facilitate transport to appropriate care
- provide advanced response capabilities such as intensive care paramedics, helicopter retrieval, adult retrieval services, bicycle and motorbike response and aquatic response
- provide a command structure to coordinate patient movement to most appropriate destination
- coordinate and work in collaboration with first aid providers to ensure a smooth transition of care
- clear pathways for the timely escalation of any event to a state level as necessary
- develop Health Response Plans reflecting the response model at the venue
Commercial First Aid Service providers
With the 2021 implementation of the , commercial First Aid Service (FAS) providers are now regulated and licensed to provide medical care in Victoria, including at public events.
While these services cannot and do not replicate or replace AV鈥檚 service provision, they can reduce the need for AV鈥檚 intervention and transport by providing definitive care on-site.

Notifying AV of events
Notification only
For notification only, AV may not be required on site:
- small community events less than 5,000
- obvious low risk
- requires compliance with council or permit (POPE) regulations
- need for feedback to new Event Plans
AV on site
Need help deciding if you need AV onsite? Contact us for advice if your event:
- anticipates large crowds of greater than 5,000
- involves physical activity or alcohol
- is in a remote or hard-to-access area
- is a music festival (regardless of size)
- is an obvious high risk activity

Support for community events
AV provides high-quality emergency health care to our community.
As demand for our services grows, we focus on making sure our paramedics and vehicles are ready to respond when and where they are needed most. This ensures that everyone gets the right care at the right time.
Because of this, we cannot offer paramedic services for charitable events outside our regular schedule. These events could affect our ability to serve the community effectively.
